Which factors actually move the number?

Route and distance
Distance sets the baseline: more metres means more cable, more labour and more time on site. But the route matters as much as its length. A clean run through an existing riser is a very different job from a route that crosses roads, car parks or another contractor's territory.
Internal or external
Internal runs through trays and risers are usually the most predictable part of a project. External runs bring weather-rated cable, more planning and often groundworks. Most projects mix the two, and the split between them shapes the price more than the total distance does.
Civils and ducting
Where no duct exists between two points, one has to be created, and excavation is often the largest single cost on an external route. Existing ducts are not free either: blocked or collapsed sections have to be proved, cleared or replaced before any fibre is pulled.
Fibre count and cable type
A four fibre cable and a high-count cable are different jobs, not different line items. Higher counts mean more splicing and more testing at every joint. The specification matters too: armoured, external grade and high-density designs each carry their own cost.
Splicing and termination volume
Every fibre at every joint has to be spliced or terminated, so the work scales with fibre count multiplied by the number of joints. A route that looks short on a drawing can still hold a large volume of individual splices once the counts are added up.
Testing and certification
A professional installation ends with every fibre tested and the results recorded. Optical Time Domain Reflectometer (OTDR) and insertion loss testing take time per fibre, and that time is priced in. It is not a line to strike out: an untested network is a risk, not a saving.
Access and working environment
Site rules go straight into the price. Night working, rail possessions, permits, inductions, escorted access and live equipment rooms all slow a job down. The same installation costs more in a busy data hall than in an empty building, and it should.
Documentation and handover
Route records, splice schedules, test results and labelling take engineering time to produce. They are also what keeps the network maintainable for years to come. Thin documentation is a common reason a cheap quote turns expensive later.
Why do quotes for the same job sit so far apart?
Put those factors together and it becomes clear why per metre pricing is close to meaningless for commercial work. The cable is rarely the expensive part. The cost lives in the ground conditions, the fibre counts, the access constraints and the standard of the finish.
It also explains why two quotes for the same project can be so different. One contractor has walked the route and priced the blocked duct they found; another has priced the drawing and left the surprises for a variation order. The cheapest number on the table is often just the least informed one.
The honest answer to the how much question is a survey. A walked route, proved ducts, confirmed fibre counts and an agreed test and handover standard turn a guess into a fixed, defendable figure. Why will nobody give me a price per metre?
Because the metre is not what costs the money. Two routes of the same length can differ enormously in cost depending on civils, fibre count, access and testing requirements. A per metre rate only holds within one site and one specification, which is why credible contractors quote from a survey instead.
What information should I have ready to get an accurate quote?
Site drawings, the two end points, the fibre count you need, whether a duct route already exists, any access restrictions, and the test documentation you expect at handover. The more of this is settled, the tighter the quote.
Is the cheapest quote a false economy?
Not always, but check what it excludes. Look for testing, certification, documentation, making good, and how unforeseen ground conditions are handled. A low headline figure that leaves those out is not a price for the same job.
